So my toyoutfitters front bumper is developing some surface rust where it has been scratched, no big deal, but down in the corners where some tubes come together, especially by the mounting bolts, there is surface rust.

I just need to take the bumper off, clean it, and paint it. But here is my question; How can I sand that rust off in those hard to reach places? I don't want to have to get it sand blasted, so what should I do?
